When the Colonial Group's Terminal Storage Facility
needed a better way to track maintenance and storage records for Title V
permitting, it called on PST to develop the solution.
Company Overview
Serving the storage needs of the Southeast since 1934, Colonial operates some
of the largest liquid and dry bulk storage facilities in the region. The reason

Georgia, and Wilmington, North Carolina, are two of the South Atlantic's
busiest ports, with excellent transportation channels for domestic and
international markets. Second, the employees are seasoned professionals who
have handled the transportation and storage of products from petroleum and
liquid chemicals to kaolin clays, mulcoa, fertilizers, and other dry bulk
commodities.

Business Challenge
The Environment, Health and Safety (EHS) department of Colonial Terminals was
tasked with maintaining a compliant relationship with the State of Georgia for
the Environmental Protection Agency's Title V Pollution Control regulations.
This regulation requires that Colonial keep records of all materials stored in
each of eighty tanks within four tank fields and two locations. Tank
Maintenance records are also required. All tank maintenance and storage records
were being kept manually in a ledger book or in an Excel spreadsheet. Several
departments contributed to the final Title V report.
Solution
Utilizing the Microsoft Solutions Framework methodology, PST's Business
Solution Group analyzed the business challenge as it was presented by the
Colonial Terminals staff. After interviews, documentation review and staff
observation, PST designed a Microsoft Access based solution that keeps tracks
of tank design, tank maintenance, the products and their characteristics stored
in these tanks and also the customers who are using the tanks to store their
products. With this information, Colonial Terminals can easily report
inspection, maintenance and storage history as needed to document their Title V
compliance.
